SPECIAL MEETING OF THE CITY COUNCIL
CITY OF WEBSTER, SOUTH DAKOTA
Council room, City Hall, Webster, South Dakota, May 18, 2010, at 5:00 p.m. a special meeting was held with Mayor Mike Grosek presiding. Councilmen present: Roger Monson, Jim Grimes, Wayne Klungseth, Wally Pribyl, and Morgan Dorsett. Attorney: Leon VanderLinden. Staff: Linda Hoberg.
Motion by Monson, seconded by Pribyl to approve paying overtime to the Liquor Store manager and assistant manager until the clerk position is filled. All councilmen voting aye. Motion carried.
Fire Department members Robert Kwasniewski, Dan Kirchmeier, Eric Kwasniewski, and Rob Grewe informed the council that FEMA grant funds in the amount of $178,173.00 have been awarded to the department to purchase a new tanker truck. The City must provide 5% matching funds as part of the grant. Council gave the okay to advertise for bids for the new truck. Bids will be opened at 7:30 p.m. on June 7, 2010, at City Hall. Discussion was also held about filling trucks inside the fire station. There is a water line stubbed up to the building. Council gave the go ahead to get an estimate for plumbing inside the building.
Attorney VanderLinden updated the council on the meeting with the Day County Planning & Zoning Commission requesting the City file a conditional use permit for the new lagoon. When the City started the process for the wastewater facility expansion, the county had no requirements regarding special use permits. Day County has since updated their zoning ordinances and the Planning Commission wants the City to apply for a permit. A special meeting has been set for June 4, 2010, at 9:00 a.m. at the Courthouse for a hearing on the permit.
