SPECIAL MEETING OF THE CITY COUNCIL
CITY OF WEBSTER, SOUTH DAKOTA
Council room, City Hall, Webster, South Dakota, June 14, 2010, at 5:30 p.m. a special meeting was held with Mayor Mike Grosek presiding. Councilmen present: Roger Monson, Dave Jesme, Jim Grimes, Wayne Klungseth, Wally Pribyl and Morgan Dorsett. Staff: Linda Hoberg. Reporter and Farmer: George Thompson.
The City of Webster submitted a Consolidated Water Facilities Construction Program application to finance a water meter replacement project. The Board of Water and Natural Resources will consider this application on June 24, 2010, in Pierre. Mayor Grosek indicated he will attend the hearing in Pierre.
Motion by Pribyl, seconded by Klungseth to set the following hearings for variances: RoseMary McKane, 1211 East 5th Street, to build a garage that will extend beyond the existing residence five feet in the front of the property. The garage will be 30 feet by 34 feet in size. Borghild Lutz, 909 East 1st Street, requests a variance to construct a deck 12 feet by 12 feet that will extend beyond the existing residence 12 feet on the front of the property. The hearings are set for 7:35 p.m. on July 6, 2010, at City Hall. All councilmen voting aye. Motion carried.
Motion by Monson, seconded by Grimes to declare the 1994 Grasshopper K720 mower and 2005 Dodge Durango as surplus property and have the items appraised for sale. All councilmen voting aye. Motion carried.
The following were present for discussion on the fire truck bids: Tom Fairbanks, Jim Graham, Robert Kwasniewski, Dan Kirchmeier and Eric Kwasniewski. After fire department review of the bids, the truck committee recommended to reject all bids as they felt the specs were questionable. Tom Fairbanks and Jim Graham, representing Heiman Fire Equipment, stated their bid was for $193,351.00 and was not the lowest, however the bid did include options for consideration to be fully NFPA compliant. With these options the City’s match would be $22,000.00 instead of the original 5% match, about $13,000.00 higher. Fairbanks and Graham stated the specs did not ask for an International Chassis, but in order to meet federal grant requirements the truck has to have rollover stability, of which the International meets the criteria. Fairbanks told the council that Heiman’s bid includes what the City should have. He informed the council the specs were adequate as they did indicate the bid must be fully NFPA compliant. After further discussion motion was made by Pribyl, seconded by Jesme to stay with the bid and accept Heiman Fire Equipment proposal with options for pump compartment heater and pans, second crosslay and International Chassis for a total price of $201,943.00. All councilmen voting aye. Motion carried.
Motion to adjourn by Dorsett, seconded by Monson. Motion carried.
