SPECIAL MEETING OF THE CITY COUNCIL
CITY OF WEBSTER, SOUTH DAKOTA
Council room, City Hall, Webster, South Dakota, July 19, 2010, at 5:30 p.m. a special meeting was held with Mayor Mike Grosek presiding. Councilmen present: Dave Jesme, Wayne Klungseth, Roger Monson, Wally Pribyl, Jim Grimes and Morgan Dorsett. Attorney: Leon VanderLinden. Staff: Linda Hoberg. Reporter and Farmer: George Thompson.
5:30 p.m. This being the time and place for a public hearing for the water meter replacement project. Jennifer Sietsema, grant specialist with NE Council of Governments, was present for the hearing and explained the City had submitted an application through the Consolidated Water Program that was deferred at the June 24th hearing in Pierre. Sietsema mentioned the Consolidated Program does not cover projects over $250,000.00. Since the City of Webster is seeking up to $387,400.00 a loan will be applied for from the Drinking Water State Revolving Fund. The loan terms are 3.25% for up to 30 years and the Board of Water and Natural Resources may forgive all or a portion of the loan principal. The hearing on the application submitted by the City will be held in Pierre in September.
5:35 p.m. This being the time and place for a hearing to consider granting a special malt beverage license for the Decoy Bar for July 24th and 25th at the Veterans Memorial Sports Complex. Motion by Jesme, seconded by Pribyl to approve the license. All councilmen voting aye. Motion carried.
Discussion was held about the conditional use permit for the new lagoon and Day County ’s recommendations regarding the permit. The City has a meeting with the Planning and Zoning board at the Courthouse on Tuesday, July 20th. Motion by Pribyl, seconded by Grimes to approve the mayor sign the letter from the City to Day County addressing the four requests attached to the permit. All councilmen voting aye. Motion carried.
Motion by Grimes, seconded by Monson to approve first reading of Ordinance #458 to set standards for the storage of firewood and corn used for heating purposes. All councilmen voting aye. Motion carried.
Motion by Monson, seconded by Klungseth accepting the quote of $14,321.66 from Serocki Excavating to pave 8th Avenue West between 1st and 2nd Streets. All councilmen voting aye. Motion carried.
Motion by Pribyl, seconded by Dorsett accepting the resignation of Judy Holt, Liquor Store assistant manager. All councilmen voting aye. Motion carried.
Motion by Jesme, seconded by Klungseth to approve hiring Tracie Woodell as assistant manager at Liquor Store at the rate of $9.50/hour effective August 1, 2010. All councilmen voting aye. Motion carried.
Motion by Jesme, seconded by Klungseth to approve hiring Charlene Metz as Liquor Store clerk at the rate of $7.50/hour. All councilmen voting aye. Motion carried.
Other business: The swimming pool is scheduled to close for the season on August 18th. City office will be sending a letter to a property owner storing logs marked for removal with Dutch Elm Disease. Logs need to have bark removed or hauled out of town. Liquor Store employees will have a computer demonstration on July 26th. A thank you card from the Chamber was acknowledged by the council for assisting with Tour De Kota.
